On 14 January 2026, the UK government confirmed the revival of the Northern Powerhouse Rail (NPR) programme as the backbone of its new Northern Growth Strategy, setting a £45 billion funding cap for long-term delivery. NPR will upgrade, electrify and expand rail links across northern England, connecting Liverpool, Manchester, Leeds, Bradford, Sheffield, York, with onward services to Newcastle, Hull and North Wales, and introducing new infrastructure including a Liverpool–Manchester line via Manchester Airport. An initial £1.1 billion has been allocated through to 2029–30 to advance planning and design, with phased delivery through the 2030s, while land is safeguarded for a future Birmingham–Manchester line to relieve the West Coast Main Line.
Beyond passenger benefits, NPR has material implications for cargo and trade flows across a region with access to ~3.5–4.0 million TEU per year of container capacity via the Port of Liverpool, Humber ports and Teesport. By shifting regional passenger traffic onto new east–west routes, NPR releases capacity on the West Coast Main Line, improving reliability for rail freight linking ports with the Midlands and southern England. Enhanced east–west connectivity also supports short-haul intermodal flows between Liverpool and the Humber, reduces truck dependency on congested motorway corridors, and strengthens Manchester Airport’s role in high-value air cargo.
