Design of modern, transparent, and investment-oriented tariff systems to replace legacy frameworks and strengthen the competitiveness of national railways in regional and global markets.

Scope
InfraEconomy Group developed comprehensive tariff reform models tailored to national contexts. The team prepared a tariff modernisation concept covering cost allocation methodology, a regulation–deregulation matrix, public service obligation frameworks, and economic impact assessments aligned with international best practice. The work translated strategic reform objectives into operational pricing mechanisms, governance tools, and implementation roadmaps.

Impact
In Kazakhstan, KTZ adopted the tariff adjustment model and analytical dashboards as the national mechanism for export pricing and competitiveness protection. In Uzbekistan, the government is implementing the reform with World Bank support, establishing the country’s first cost-reflective and investor-oriented rail tariff framework.
