Scope
The InfraEconomy team’s lead expert designed the unified development strategy for the Trans-European Railway (TER) network, connecting heterogeneous rail systems across Eastern Europe, the Balkans, and Southern Europe. The assignment defined governance and coordination mechanisms, developed investment prioritisation tools, and ensured alignment with UNECE legal instruments and policy frameworks.
Impact
UNECE member states endorsed the TER Strategy and Action Plan, establishing it as the region’s leading intergovernmental reference for coordinated rail policy, cross-border investment planning, and institutional cooperation.
