Focus
Preparation of a strategic high-speed passenger and freight rail project forming a northern bypass of Istanbul and strengthening Europe–Asia rail connectivity. The assignment addressed long-term demand, economic viability, and financing structures for a complex, multi-stakeholder investment of national and international significance.

Scope
InfraEconomy Group delivered an integrated, decision-ready economic viability assessment aligned with MDB appraisal practices. The team modelled passenger and freight demand at the corridor level, analysed economic benefits, provided a second opinion on capital and operational costs, and developed a bankable financial model consistent with IFI due diligence standards. The analysis included multiple scenarios to test financial sustainability, risk allocation, and investment robustness.

Impact
InfraEconomy presented the viability study and policy recommendations to the Strategy and Budget Presidency of Türkiye (SBB) and six international financial institutions. These outputs now serve as a shared analytical reference for investment appraisal, stakeholder coordination, and further project design.
